Sui-Ki

Here's my vision of Sui-Ki (meaning "water devil"), one of the Four Oni summoned by the sorcerer Fujiwara no Chikata to take control of Japan during Heian period, according to legend. This Oni was known for his ability to cause floods with simple gestures from his arms, and to freeze his enemies. How he froze his opponents remains a mystery. Maybe he used his cold breath, or maybe he did so by simply touching them, but these are just conjectures.
